Instructions

The State Land Department encourages you to contact the Department at (602) 542-1133 prior to submittal of your application. The Department may be able to address questions or concerns regarding the land you wish to lease prior to your expenditure of the non-refundable filing fee. Completion of this application does not in any way obligate the Arizona State Land Department to approve the application.


NON-REFUNDABLE FILING FEE must be submitted with your application.


  • Potential sublessees do not fill out this application. It is the responsibility of the lessees to complete this application.
  • The term of the sublease/pasture agreement cannot exceed the term of the lease
  • The lessees are responsible to notify the Department of any changes
  • In the event any portion of the lands are assigned or the lease is canceled, the sublease/pasture agreement will automatically be terminated.
  • This application must be signed by all sublessors and sublessees

Grazing Lessees Only

  1. Pursuant to A.R.S. §37-283, grazing subleases are subject to a surcharge.
  2. Current Arizona Registered Brand certificate must be attached and in sublessee’s name.

Agricultural Lessees Only

    Agricultural subleases are subject to a surcharge.

    Commercial Lessees Only

    1. This application is not needed if a telecommunication co-location agreement is in place. Please contact (602) 542-3000 to submit the agreement.
    2. Commercial subleases may be subject to a surcharge.

    Termination Of Sublease

    To avoid unnecessary surcharges, in the event the sublease/pasture agreement is terminated, please contact the Department at (602) 542-1133 to obtain a termination form.

    Application Details


    The distinction between a sublease and a pasture agreement is the degree of control exerted and exercised by the lessee. With a sublease the lessee passes control of the lease to the sublessee. The sublessee grazes their own livestock on the lessee’s lease. The sublessee cares for their own livestock, maintains the range improvements, and provides the day to day supervision of the premises and the livestock on the lease. With a pasture agreement the lessee takes another person’s livestock onto their lease and cares for them. The lessee may graze some of their own livestock while caring for another person’s livestock. The lessee is still in full control of the lease, the premises and all livestock. The lessee maintains the range improvements.
